i also have got this problem.
It only occurs on AMD Cards.
It depends on OpenGL and it crashes regardless what combination of admin, compatibility or x64 in my case.
If you set game to Direct3d you can access the 16. Floor. But in my case i have got issues with missing textures. If i use OpenGL these textures are correctly shown but resut in crash on 16. as said.
